there are two explanations to the chess issue.

First of all, it IS legal to move into check, but doing so is to yield the game to your opponent, it is roughly the same thing as turning the king on its side.

Also, in Japan they do not have chess, they have Shogi. In Shogi, there is no obligation to inform your opponent that he is in check, as they take it for granted that if your opponent is unaware that his king is in danger, he deserves to lose.
